If they do not then they really have no function, as government is supposed to ensure the safety and prosperity of their citizens. A government is only as strong as the weakest members and if a society is overrun with poverty, inequity and despair then eventually the downtrodden will either rebel or destroy the social fabric. Too often people "get what they can" and forget about everybody else; turning a blind eye toward societal ills like institutional racism, corporate malfeasance and general mistreatment of the poor by the rich. That's not what America is supposed to be about and we need to make some changes as a government and as individuals. Government does have a role in helping the least among us in a society. If they do not then they really have no function, as government is supposed to ensure the safety and prosperity of their citizens.
